Welcome to the Jones Lang LaSalle™ DHS tender information and resources website. This site has been developed to provide:

  • a guide to the tender process for pre-commitment leasing
  • access to information regarding all currently active tenders
  • historical information on previous tenders
  • downloadable documentation essential to developing a successful Expression of Interest
  • a method for tracking interest in DHS tenders
  • and method for collecting feedback on the tender process from proponents

Interested parties are reminded that all proposals must be inline with DHS's Performance Specifications and all Expressions of Interest must be developed in accordance with the Project Documentation suite provided for the purpose. Failure to do so will result in immediate dismissal of your submission.

Process

Introduction

The process from tender to lease is divided into three stages. Each stage is described in detail below. For the purpose of preparing proposals a suite of documentation is provided for each tender. Submissions must be developed in accordance with the project documentation.

Stage 1 - Expression of Interest

The first stage of the tender process is initiated with Jones Lang LaSalle™ placing advertisements on behalf of DHS outlining a development/leasing opportunity in various publications nation wide and inviting the submission of Expressions of Interest. Submissions will be accepted from proponents for a minimum of 28 days from the date the advertisement was made publicly available. Check each advertisement for actual open periods as they may differ from tender to tender.

Upon the closing date Jones Lang LaSalle™ gathers up all legitimate responses and prepares a summary report to be provided to DHS for analysis. Within 14 days of DHS receiving the summary report an inspection of all sites is carried out by representatives of both Jones Lang LaSalle™ and DHS. Following site inspections Jones Lang LaSalle™ and DHS agree on a shortlist of proponents who will be invited to continue to the second stage of the tender process.

Stage 2 - Formal Offer and Selection of Preferred Tenderer

The second stage begins with Jones Lang LaSalle™ inviting short listed proponents to submit Formal Offers in accordance with the Conditions of Offer documents. Proponents are given a 28 day period from the date of invitation within which to respond.

Upon completion of the 28 day offer period all Formal Offers are assessed by Jones Lang LaSalle™ with regard to financial, building, and commercial terms and conditions. A Preferred Tender is selected and a report prepared recommending the selection to DHS. DHS may upon receipt of the report request that Jones Lang LaSalle™ approach the Preferred Tenderer seeking reconsideration of certain commercial terms and conditions.

DHS will consider the report provided by Jones Lang LaSalle™ with attention to financial, technical, and location aspects. If DHS find themselves in agreement with the recommendation they will provide an In Principle Approval for the Preferred Tenderer.

At this point Jones Lang LaSalle™ will inform the proponent of their Preferred Tenderer status and if necessary carry out further negotiations on commercial terms and conditions. A Property Submission will be prepared and submitted to DHS for approval.

Upon receipt of approval Jones Lang LaSalle™ will formally advise the Preferred Tenderer of their success.

Stage 3 - Development and Fitout

The final stage of the process is primarily managed and coordinated by the DHS Fitout Manager and Leasing/Facility Manager. Jones Lang LaSalle™ will continue to monitor the project to ensure the developer/landlord complies with all mutually agreed terms and conditions throughout the development (if applicable) and/or fitout process.
